Brentwood vs. Bel Air vs. Beverly Hills: What Changes When You Build
Same LA County, three very different construction experiences. A neighborhood-by-neighborhood breakdown from our project managers.

Clients often assume that a luxury build in Beverly Hills is the same experience as one in Bel Air or Brentwood. It isn't. The permitting authorities are different, the neighborhood character is different, and the construction logistics are dramatically different. Here's how our project managers at New Horizon Development think about the three.
Beverly Hills
Own municipality. Very strict design review on any visible envelope change. Excellent plan-check staff who are receptive to well-prepared submittals. Flat-lot logistics are straightforward; hillside logistics require early planning. Neighbor tolerance for construction is thin but predictable.
Bel Air
Falls under the City of Los Angeles. LADBS plan check plus the Bel-Air Beverly Crest Neighborhood Council review on many projects. Most sites are hillside — the geotech and grading work is almost always the pacing item. Access roads are narrow; site logistics need to be planned before demo starts.
Brentwood
Also City of Los Angeles. Somewhat less design-review overhead than Bel Air on flat lots north of Sunset. South of Sunset the lots are tighter and neighbor coordination is critical. Access is generally better than Bel Air but worse than the Beverly Hills Flats.
